A civilian struggling with a language barrier called communications reporting "something burning" at Surfside 8 Condominiums.  OCVFC units and Emergency Personnel responded to the alarm finding a unit filled with smoke.  Upon further investigation a pair of socks was discovered drying on a light bulb.
